If the tenants choose to move out you will have the baseline to compare the condition of the house as compared to the time they moved in. If the tenant has done much damage then you will get a chance to charge them accordingly.
The tenant may benefit from this form because they too have a baseline to compare the condition of the property when they are leaving the property. This will help them evaluate if they need to pay the owner for any damage or not.
The checkin-out list must be filled in by the tenant carefully so that at the time of leaving the property they are not charged more than what they need to. This will save them their hard earned money without any hassle with the landlord.
